2.0 INTRODUCTION

The Puntland Democratic Governance Programme (PDGP), aims to address the participation and accountability issues around democratic governance in Puntland; to strengthen human rights as a basis for democratic participation and accountability and women empowerment as an affirmative action to enabling women improve their social, economic and political participation.

The 30-month programme that started in November 2016, is implemented in 6 under-developed districts distributed in 6 regions of Puntland, with a population of 440,000 inhabitants, representing 15% of the Puntland population. The 6 districts are Armo in Bari Region; Waiye in Karkaar Region; Badhan in Sanaag Region; Dangorayo in Nugaal Region, Boame in Sool Region and Harfo in Mudug Region.

The goal of the SEK30,000,000 programme is that democratic governance is attained in Puntland State of Somalia. The programme objective is to have empowered women, men and youth and district councils in 6 district in Puntland exercising democratic governance. The programme will produce the following results;

· Outcome 1: Empowered citizens (women, men and youth) in 6 districts understand and engage in democratic processes (district development planning, electoral processes and decision-making processes));

· Outcome 2: District councils in the 6 districts are accountable to their citizens;

· Outcome 3: Empowered citizens (women, men and youth) and custodial corps/prison warders in 6 districts know, respect and promote human rights;

· Outcome 4: Women traders are empowered for economic, social and political participation;

· Outcome 5: Partners have increased capacity to engage in democratic processes; promotion and respect of human rights

The strategy used for the implementation of the programme has been, firstly, to use the development of District Development Plans, as a way of rallying citizens (women, men and youth) around a common issue. This was informed by the fact that these plans are the basis for the provision of basic social services which are currently lacking; they have become tools for resource mobilization and allocation to facilitate implementation of the plans; they are the basis for holding the district councils accountable which is a basic necessity in democracy; but more importantly, give citizens fair opportunity (through participation) to determine the kind of development they would like to see in their districts. Secondly, has been to engage with the Puntland electioneering process, which has a significance in building democracies, but also recognizing that people in Puntland in general have received very limited civic and voter education. In addition to representation, the elected leaders will also complement the implementation of the development plans by influencing state policies, plans and decisions in favour of their electorate. Thirdly, is to promote Human Rights, as a premise for a thriving democracy. Citizens need to know their rights and freedoms as citizens of a nation/state and appreciate their roles and responsibilities. The district councils too need to know these rights and their responsibilities in ensuring the protection and respect of the same. This includes facilitation through the provision of necessary legal and operational frameworks. In implementing programme citizens have been expected to see participation as a right and also as a responsibility. District officers who are duty bearers on the other hand have been required to see provision of spaces, both for participation and for accountability as a duty and as respect for the rights of the people. Access to information has been critical in making this happen. Lastly, economic empowerment for women, to strengthen their position in society and exercise their rights as citizens by being part of mainstream processes including decision making. This has been especially important in Puntland where economically empowered women are relatively more respected, tend to have moral authority in society and are able to influence decisions because their views are taken more seriously.

The programme is reaching 46,660 persons – 42,400 people targeted by information, 216 representatives from 6 districts, 36 district officials, 2,700 religious and traditional elders, 1200 women, 108 custodial corps. Indirectly, 54,000 people, which is 12.3% of the population of the 6 targeted districts population, will be reached by the end of the programme. It is expected that the impact of the programme will be felt by 440,000 people (15% of Puntland) in the 6 districts of Armo, Waiye, Badhan, Dangorayo, Boame and Harfo.

The programme is working with 3 local organizations, namely; We Are Women Activists (WAWA), Somalia Family Services (SFS) and Samo Development Organization (SDO); and two government entities, Ministry of Constitution, Federal Affairs and Democratization (MoCFAD) and the Puntland Office of Human Rights Defender (OHRD).

The programme is at the mid-point of its implementation and thus seeks an external consultant to carry out its mid-term evaluation.

3.0 PURPOSE OF THE MID-TERM EVALUATION

The mid-term evaluation is intended principally for learning purposes, accountability purposes and assists in charting the future of the programme. It is expected to generate relevant findings, lessons and recommendations that will guide and inform the future of the programme for the remaining time, as well as the possibility of development of a new programme in the future.

4.0 OBJECTIVES OF THE MID-TERM EVALUATION

The overall objective of the mid-term evaluation is to provide SIDA, Diakonia, local partners, stakeholders and rights holders with necessary data and information regarding the Puntland Democratic Governance programme’s efficiency, effectiveness, impact and sustainability. This will then inform decisions such as the appropriate action on any required changes in the programme design, development and implementation strategies for the future.

5.0 SCOPE OF THE MID-TERM EVALUATION

The mid-term evaluation will cover the programme period November 2016 through February 2018 of the programme. The standard criteria on evaluations namely: relevance, efficiency, effectiveness, sustainability and impact will be used to structure the mid-term evaluation.

Key issues to be looked into should include, but not limited to;

The analysis of relevance will focus on answering the following:
